Urgent Notice for Employers and Apprentices.

​​

The Board of Barbering and Cosmetology (BBC) has informed us on November 20, 2025 that some employers and apprentices advised the Board that their sponsor, Cosmetica Cosmetology and Barbering Unilateral Apprenticeship Committee (Cosmetica CCBUAC) advised Apprentices and Employers that wage and workers' compensation (W/C) are not required.

Cosmetica is sending the BBC proof that all apprentices and employers were notified upon enrolling:

 

- That it is mandatory to submit proof of payroll and workers' compensation insurance within two weeks of receiving their apprentice license.

- For employers, the responsibility of being an apprentice employer.

- That apprenticeship is on-the-job training.

- The regulations of the apprenticeship program in California.

- In addition to our notification, at the start of the process, both employer and apprentice have signed the DAS Form 134, where they accept a wage agreement, committed to providing workers' compensation insurance for apprentices, and they agree to provide the corresponding documentation on time to their sponsor, Cosmetica, as well as declare the number of apprentices they have. This agreement was signed under the penalty of perjury.

 

The Board of Barbering and Cosmetology has notified us of its decision to conduct surprise, random inspections of establishments to verify that all employees (apprentices) are covered by workers' compensation insurance and are receiving their wages as stipulated in the statutes of the Department of Industrial Relations (DIR) and the California Division of Apprenticeship Standards (DAS).

We remind you, as an apprentice, that it has always been a requirement that, two weeks after receiving your apprenticeship license, you must submit proof of payroll and proof of workers' compensation insurance to Cosmetica.

If you have had your apprenticeship license for more than two weeks and are working at an establishment as an apprentice, you have 30 days from the date of this notice to send the required documentation to Cosmetica to comply with BBC regulations. This will prevent the cancellation of your apprenticeship license.

The risk of not paying payroll correctly and not having employer coverage in California is much more costly.

Complying with the regulations is very simple and the costs are low. For example:

a) The wage is the minimum, which varies depending on your county. For example, in Los Angeles County, it is $16.50 per hour, with a work week of 32 to 42 hours.

b) The cost of workers' compensation insurance is based on the risks of the job and payroll. For example, it's approximately 3% or less of your total weekly salary, which translates to a payment of between $15 and $25 per week, which can also be made in a prorated annual payment.

Your sponsor, Cosmetica CCBUAC, will be offering Zoom conferences with reminders of the apprenticeship program's statutes and regulations. We recommend you attend to understand the rules and avoid having your apprenticeship license canceled, as well as avoid fines and unnecessary costs.
